Booming economy, higher case loads for mental health care staff, struggling to keep up. Management needs to show that they have a plan to handle the increasing case loads. Management asks clinical staff to prepare that plan. Staff can’t find a way to make it work with the existing staff, but manager insists. So, staff wastes time creating a plan they know will not work, and tells manager it will not work. Later, staff is held accountable for meeting the plan.
